So if an entire property is being taken, the property is valued at the fair market value, highest price it would sell for on the open market given all
the uses. If part of the property is being taken, then you look at the value of the part taken, which is the actual
property being taken by the government, and then you look at whether or not that diminishes the value of the remaining
property. If it diminishes the value of the remaining property because of the either the severance of the part being
taken or because of the project for which it’s being taken, then the government is required to pay severance
damages to the property owner. And those severance damages would include the diminished value of that remaining property that is not being taken.
