An inter partes review or an IPR is challenge of the patent in the patent office where you can actually serve to the patent office a petition to have the patent office review the patent for patentability typically based on new prior art references that you’ve discovered and want them to reconsider. So what the patent office will do is reconsider whether the patent claims should have been issued or not based on the IPR petition.
