That’s a very complicated issue. There’s a very complex statutory provisions that define who is a whistleblower or under those circumstances. But in essence, it’s someone who complains about behavior within an organization that has a financial impact on the government. For example, a company that has a government contract and an employee says, “I know there’s been waste.” “There’s been cheating.” Under this contract and as a result, the taxpayers of the United States have been harmed.
